The Directorate of Technical Services and Urban Development shall be placed under a director (appointed by the Government Delegate), assisted by 3 sub directors comprising technical services, studies and projects, and urban development. He shall be in charge of:

• Drawing up, implementing and following up the execution of the planning, development and environmental policies of the city.
• Conception, construction, modernisation, maintenance and exploitation of equipment and infrastructure of the City Council.
• Following up the implementation of technical rules and regulations in planning as well as the exploitation of different networks and urban services.
• Drawing and following up of contracts for the management of equipment and public utilities in collaboration with the contracts bureau.
• Managing the City Council's logistics.
• Coordinating the activities of the technical services and urban development by programming weekly, monthly and annual tasks as well as reports according to defined objectives.
• Drawing and following up policy in matters relating to the protection of edifices and infrastructure, managing urban risks and civil protection in collaboration with services and organs concerned.
• Technical relations with national or international municipal services, training centres and ministries of a technical nature.
• Performs the duties of control and supervision devolving to the “Engineer” under the framework contracts in the domain of studies, services or works approved by the City Council in the technical domain.
• Performs the duties of “Associate “Engineer” for the supervision of certain jobs, studies or services to be realised in the municipality by the state or different organisations.

The Directorate shall comprise three sub directorates:

1. Sub Directorate of Technical Services.
2. Sub Directorate of Studies and Projects.
3. Sub Directorate of Urban Development.
