The Personnel Service is headed by a service head, appointed by the Government Delegate. He shall be in charge of the following:

• Administrative and financial management of staff.
• Relations with staff representatives.
• Updating of staff files.
• Evaluating staff demands and drawing up nomination acts, advancements, gratifications etc.
• Classification of annual mark sheets in accordance with the various service heads.
• Ensures continuous training and refresher courses for staff.
• Updating service records of all staff.
• Honorary distinctions.

The personnel service shall comprise two bureaus:bureau for training and career management and bureau for staff welfare.
