THE LIMBE WEST BANK MARITIME DEVELOPMENT PROJECT (LIMBE BEACH PROJECT)

In order to boost its attractiveness and promote harmonious development, the Limbe City Council came out with a Master plan. This document defines at the inter-community level, fundamental orientations of urban regional development, general land use and equipment programming in the short-, medium- and long-terms.

The objectives of the 2022 Master plan are the outcome of retained diagnostic analyses and strategic development orientations. Within the framework of sustainable development and good governance, it is convenient to:

  1. correct noticed shortcomings and in priority, urban sprawl;
  2. catch up in housing constructions, notably of social character and realisation of infrastructure and superstructure equipment;
  3. reaffirm and reinforce the economic sector through the agro-industrial, industrial, ports and tourist activities exercised in this town and administrative functions carried out by the Divisional Office of Fako as well as the Limbe City Council, made up of three sub divisions;
  4. respect the conclusions of GRINP study and recommendations of the natural and industrial risks protection plan ;
  5. adhere to a regional planning approach with priority place reserved to preserving the way of life and environment.
To attain these five main objectives, it was agreed to consider the Limbe municipality within the context of four concepts. At the end, it consists in making the city:
  • more attractive;
  • more welcoming and pleasant for living;
  • better organised and more balanced;
  • more accessible.
In order to ensure that these strategic objectives take off, the three sub divisional councils (Limbe I, Limbe II and Limbe III) have been endowed with Land Use Plans (LUP). The LUP defined for the Limbe I council has the following development orientations:
  • developing new urban centres;
  • developing economic activity and tourism;
  • rendering neighbourhoods more appropriate for living.

Historic centre of Limbe, main economic, commercial and settlement zone, the Limbe I Council hosts the administrative centre. It is made up of numerous tourist attractions with the presence of famous sites such as the Botanic Garden or the fish area of Down Beach and is part of main the tourist destinations in Cameroon benefitting from its proximity to Douala. The challenges of Limbe I LUP are to favour recovery and reclassification of certain sectors. To this effect, the creation of two metropolitan centres that will come to complete and boost the attractiveness of the council, is envisaged. They include:

  • A sports complex in Ngeme, beside the football field
  • A cultural centre in Down Beach neighbourhood, having a congress hall, museum, shopping mall gallery and multipurpose buildings.


    These high class structures will beautify the town and enable it to enhance its tourist attractiveness beyond administrative limits.

    DOWN BEACH, THE FUTURE MIRROR OF LlMBE

    At present, no city in Cameroon owns internationally attractive beaches. Tourism development in the Down Beach area will focus on putting up amenities, which include:
    • A congress hall with a sitting capacity of 1,000 places, including variously-sized halls for conferences, seminars and meetings. This three-storey edifice, with a total surface area of 5,000 m2 will have a business centre that will provide services of international standards to congress participants;

    • A three-storey shopping mall with a surface area of more than 6,200 m2 with the view of diversifying economic activities on the site. It will host a supermarket, shops, restaurants and offices;
    • A museum of history, a follow up of the work of the International Shackles of Memory Association (AIAM), to form a natural link between history and the sea;

    • High class hotels, restaurants, offices for large enterprises to respond to future desires of congress participants, tourists and workers;

    • A nautical and leisure centre, on more than 3,6 hectares, to complete the tourism project in the place of Mbonjo village.

    Hence, the enhancement of the attractiveness of the tourist centre will, in priority, take place around the Down Beach area but equally within the administrative centre, presently having numerous banks, through enlarging and diversifying tourist services, preserving historic heritage as well as constructing a handicraft centre in the place of the old museum. All these amenities, existing and projected, coupled with the development of the sea front throuh the creation of promenades and esplanades will lead to the boosting of this sector and contribute immensely in reinforcing the attractiveness of the municipality.

    The realisation of this huge project is in line with the policy of greater achievements and major accomplishments of the Head of State, His Excellency Paul BIYA. That's why we took this initiative whose results presented here motivate and encourage us especially to continue reflecting on its implementation. According to experts, such a project will go operational within a period of 5 to 10 years and will necessitate the investment of about 13 billion CFA Francs, with a greater share raised through public/private partnership financing mechanisms.

    The Limbe City Council is appealing for sponsors to fund this project, thereby bringing to reality the dream of the council administration and the masses.
