He shall assist the director in technical matters. It shall comprise:

• A Works Service and
• An Equipment pool.

The Directorate shall comprise three sub directorates:

1. Sub Directorate of Technical Services.
2. Sub Directorate of Studies and Projects.
3. Sub Directorate of Urban Development.
