The General Secretariat
Secretary General/Charles Nkongho Arrey
The General Secretariat is headed by a Secretary General, appointed by a presidential decree.
He is the main collaborator of the Government Delegate and coordinates the general policy of the City Council. To this effect, he may receive delegation of authority from the Government Delegate to sign certain legal and financial documents. In this regard:
- He coordinates the activities of all departments, defines and codifies procedures and methods of work of the City Council and attached projects.
- Ensures the speedy treatment of documents.
- Attends to all council committee meetings and prepares draft agenda for council meetings.
- Takes care of material organisation of the various departments.
- The control and evaluation of internal functioning services of the City Council and attached projects.
- Ensures continuous training and refresher courses for staff.
- Studies the possibility of internal shufflement, transfers and appointments ordersl
- Scrutinises Municipal Drafts (decision, orders and deliberations) to be forwarded to hierarchy for signature.
- Maintains discipline amongst staff
- Holds regular management/department/sectional meetings with the staff concerned.
- Secures a good reception of users.
- Provides good working conditions for City Council workers.
- Any duty incidental to the post held as assigned by the Government Delegate
Where the Secretary General is absent or unable to perform his duties, the Government Delegate may appoint a Director as interim Secretary General.
